Well, I'm not sure of any freeware programs, but you can check >> Freeware Files <<.
The program I use to burn DVDs is made by a company called Nero. It came free when I bought my DVD burner.

Nero doesn't convert the files, but it does allow you to put everything into a DVD format (menus, chapters, scenes).
From my experience with DVDs, I believe (someone correct me if I'm wrong) that video files have to be in either .AVI or .MPEG2 format in order to be burned to a DVD video. Maybe that will help your search for video conversion programs. Look for progs that convert to .AVI or .MPEG2.

Doom9's "The definitive DVD backup resource" is a useful collection of guides and How-Tos regarding everything you wanted to know (and even a whole lot you didn't) about video conversion.
Good luck!
