I wouldn't say that's common at all, but then again it might depend on what her specific job is and where it takes place. On the average, most business offices here in NYC are pretty strict when it comes to what type of footwear appeases the company's dresscode and can be deemed appropriate. Sandals really wouldn't be permitted in too many of them much to our dismay.
