Hi Hal,
The way it works is that no model release is necessary when photographing in public areas. As long as you're not in a public building and you have their consent, you're ok. Technically, public buildings really aren't public and almost always owned by someone outside of the government. As to whether he pays them for their time is a different story I can't answer.
